[This is NOT a tax measure. It allows various regulatory agencies to begin deliberations and hearings with public input. The 100 acres for the road will remain as open space. An adjacent 80 acres still under private ownership is optioned for the owner to seek commercial (only) development as his source of renumeration for gifting the roadway land to Dublin.
